PROBLEM TO BE SOLVED: To accurately detect vital sign in correspondence with a change in a state of a subject.SOLUTION: A control device includes: a specification unit for specifying a specific site in which a subject's vital sign is strongly indicated based on the signal strength related to a reflection wave of an electromagnetic wave irradiated onto the subject； and a control unit for controlling scanning of an electromagnetic wave irradiation region so that the electromagnetic wave is irradiated to the specific site specified by the specification unit.
