PROBLEM TO BE SOLVED: To provide an occupant state determination system for detecting an arousal level (sleepiness) on the basis of an index different from a conventional one such as an occupant's secondary behavior, and a warning device for generating a warning on the basis of the detection result.SOLUTION: An occupant state determination system includes: a camera 5 for imaging an occupant； and a determination unit 6 for detecting a degree of a secondary behavior on the basis of imaging data of the camera 5 and determining a degree of arousal level. The occupant state determination system further includes: grasping sensors 2 and 3 for detecting a grasping condition of a steering wheel 1； and the determination unit 6 for determining the arousal level of the occupant on the basis of detection data of the sensors 2 and 3.
