PROBLEM TO BE SOLVED: To set a threshold for determining an arousal degree individually.SOLUTION: An arousal degree determination device 100 specifies a section as an arousal section in which an arousal degree of a subject moves in an arousal direction from a section immediately after the subject gets on a vehicle. The arousal degree determination device 100 calculates a statistical value of the arousal degree included in the specified arousal section, and based on the calculated statistical value, sets a threshold TH for determining an arousal state of the subject.
