The present invention is related to a Water-soluble material producing method having steps of: (1) mixing PVA and EG (2) further mixing PEG into a mixture of PVA and EG (3) totally or partially removing moisture inside the mixture of PVA, EG and PEG.本發明提供一種環保水溶性材料之製造方法,其步驟包含:(1)混合聚乙烯醇與乙二醇,其中,聚乙烯醇之含量介於60~95wt%,乙二醇含量介於5~40wt%;(2)添加聚乙二醇至完成混合之聚乙烯醇與乙二醇,聚乙二醇之含量佔聚乙烯醇與乙二醇混合物之1~35wt%之間;及(3)完全或部分去除混合完成之聚乙烯醇、乙二醇及聚乙二醇內含水份。
