PROBLEM TO BE SOLVED: To produce an emulsified matter in which the emulsification droplets of an oily component with the small average particle diameter are dispersed into an aqueous component using a small amount of surfactant.SOLUTION: A liquid aqueous component and a liquid oily component including an oil agent being a liquid at 20°C and also including a nonionic surfactant with an HLB of 7 or more by 10 mass% or lower are joined. One or more selected from the aqueous component before the joining, the oily component before the joining and the fluid after the joining are fluidized through pores with a pore diameter of 0.1 to 3 mm to obtain an emulsified matter in which the oily component in which the average particle diameter of the emulsification droplets is 1/100 or lower is dispersed into the aqueous component.
