An elastic pad (30) is attached to the inner side of the cap (10) and is connected with the other end of the connecting pipe (77) such that the optical fibres (77f) are disposed in the elastic pad (30). Brush hairs (79) protrude from one side of the elastic pad (30) to contact the users scalp and each have one end connected to the fibres (77f) to radiate laser.
