An oil phase part containing a ceramic composite, a phytosteryl derivative, an autonomous emulsifying agent, and an assisting emulsifying agent is emulsified in an aqueous phase part containing lamella-structured aqueous-based liquid crystal gel, and multi-liquid crystal particles consisting of a ceramic composite, a phytosteryl derivative, an autonomous emulsifying agent, and an assisting emulsifying agent are mixed in a lamella structure of the aqueous-based liquid crystal gel. The structure of the multi-liquid crystal particles mixed with the lamella structure of the present invention is similar to the structure of corneum, has excellent dermatotropic properties, and exhibits an excellent effect in improving skin by containing ceramide, phytosteryl derivatives, living body imitation water, and active ingredients of a peptide mixture. Moreover, the skin improving cosmetic composition is produced to have a fresh sense of usage and not to have remaining stickiness by using an oil-in-water producing method, and has excellent moisturizing power.
