The present invention relates to a cosmetic composition capable of moisturizing skin and improving skin elasticity by using a liquid crystal gel hydrolytic technology and a producing method thereof. The oil-in-water moisturizing cosmetic composition of the present invention contains an aqueous liquid crystal gel in which a liquid crystal type emulsifying agent having hydrophilic and lyophilic emulsifying agents is liquefied in an aqueous part containing at least 15 wt% of a moisturizing agent in a lamella liquid crystal structure and generates multiple liquid crystal particles composed of a composite of a self-emulsifying agent, high carbon number alcohol, and a sub emulsifying agent by emulsifying an oil part with the liquid part, thereby minimizing stickiness unpleasant for a user and skin stimulation by obtaining an excellent dermatotropic feature as the lamella liquid crystal structure of the aqueous liquid crystal gel is similar with the structure of stratum corneum.
