The cosmetic or the external preparation for skin of the present invention can easily and stably disperse phosphatidylinositol in water without using a synthetic surfactant, and further a cosmetic or an external preparation for skin excellent in transparency and dispersion stability can be obtained by using a specific polyhydric alcohol.
