PROBLEM TO BE SOLVED: To provide a nanoemulsion composition in which a paste-like oil agent with no fluidity at normal temperature is stably dispersed in water, and a cosmetic or an external preparation containing said nanoemulsion composition.SOLUTION: It was discovered that a nanoemulsion composition with a particle size of 300 nm or less could be prepared by combining (a) a polyoxyethylene hardened castor oil having polyoxyethylene addition molar number of 5 to 100, (b) a paste-like oil agent having no fluidity at normal temperature and (c) water, such that the paste-like oil agent is stably dispersed in the water.
