PROBLEM TO BE SOLVED: To provide a preparation that can be applied to human, animal and clothes, is soluble in water and can be favourably rinsed with water even when not using a pyrethroid compound such as phenothrin or the like, and has a high effect of exterminating sanitary insect pests such as louse, tick, flea and the like.SOLUTION: The sanitary insect pest expellent includes an anionic surfactant, an amphoteric surfactant and water and has a blending ratio of the anionic surfactant and the amphoteric surfactant of the anionic surfactant/the amphoteric surfactant=12/1 to 1/33.
