PROBLEM TO BE SOLVED: To provide a blending composition which improves the antimicrobial/germicidal actions of a cationic surfactant having antimicrobial/germicidal actions, achieves effective antimicrobial/germicidal actions with low concentration, and has high safety to skin and eye.SOLUTION: The blending composition contains a specific cationic surfactant having antimicrobial/germicidal actions and a specific nonionic surfactant. The weight concentration of the cationic surfactant is preferably 0.1 to 5.0 ppm.
