The purpose of the present invention is to provide a water-based cosmetic preparation which, when used, is ejected as a foam and which is non-tacky, is not irritative to the skin, and forms a satisfactory foam that is dense, smooth, and very elastic. The water-based cosmetic preparation is excellent in terms of foam retentivity and foam elimination. The present invention relates to a water-based cosmetic preparation which, when used, is ejected as a foam, and which is characterized by containing (A) 0.005-1.5 mass% anionic surfactant, (B) 0.01-0.3 mass% amphoteric surfactant, and (C) a water-soluble polymer. It is preferable that the anionic surfactant (A) be selected from among N-acylamino acids, N-acylmethyltaurines, and salts of these. It is preferable that a betaine-based surfactant be selected as the amphoteric surfactant (B).
