PROBLEM TO BE SOLVED: To accurately and highly stably determine a normal/abnormal condition while considering a change in sensor data depending on time zones, and thereby reducing false reports.SOLUTION: When dividing a target time zone (e.g. one day) repeated in a specific period into a plurality of divided zones, a time division optimization processing apparatus PS1, focusing on the reproducibility of sensor data in each divided zone, selects a divided pattern (a division start point and a division time length) whose evaluation value of reproducibility is minimum as an optimum division pattern, and divides the time zone of the determination target in accordance with the selected division pattern.
