The device (1) has a casing including a closed end and an opposite open end, where the casing is divided into two compartments. One of the compartments is located on the open side of the casing and partially filled with a deflagrating powder (11), and the other compartment is partially filled with a fire torch (18). An electric igniter (10) is provided for igniting the deflagrating powder.
