PROBLEM TO BE SOLVED: To provide a water-in-oil type emulsion composition which is excellent in a sense of use, has viscosity of 10,000 mPa s (25°C) or less and has emulsion stability.SOLUTION: This water-in-oil type emulsion composition includes: (a) 0.2-5 mass% of an organic-modified synthetic fluorine mica, (b) a nonionic surfactant, (c) an oil phase component, and (d) an aqueous phase component, wherein the viscosity at 25°C is 10,000 mPa s or less.
