PROBLEM TO BE SOLVED: To provide a device for producing agricultural irrigation water for maintaining a dissolved concentration suitable for the kinds and growth states of cultivated crops. SOLUTION: This device/system for producing the agricultural irrigation water is provided by sending agricultural irrigation water with oxygen or air into a hermetically closed tank, elevating the dissolved oxygen concentration in the agricultural irrigation water by using a gas-dissolving device for mixing the liquid with gas by a rapid collision under a high pressure and producing, storing and supplying irrigation water having the dissolved oxygen concentration corresponding to the growing period to the root of the cultivated crops for promoting the growth. On spraying water, the oxygen concentration of the irrigation water in the tank is maintaned at a prescribed value by controlling the operation of the gas-dissolving device 3 while always measuring the dissolved oxygen concentration.
