PROBLEM TO BE SOLVED: To provide a hard candy with flexibility, a new eating sense not found in conventional hard candies, without spoiling the greatest selling point of hard candies, the charm of "licking and eating", and to provide a method for producing the hard candy.

SOLUTION: A hard candy with flexibility, whose water content is 1.0-5.0 wt.%, containing sugars, emulsifiers with HLB values of 5-9 and fats and oils, wherein the content of the fats and oils is 3.0-20 wt.% of the total weight and the content of the emulsifiers is 2.0-20 wt.% of the weight of the fats and oils. The method for producing the hard candy includes: the steps of emulsifying fats and oils by the emulsifiers, mixing the obtained emulsified products with sugars and water, dissolving by heating and then concentrating by heating the steps of emulsifying fats and oils by the emulsifiers, mixing the obtained emulsified products with a sugar solution produced by dissolving sugars in water by heating and then concentrating by heating or the steps of mixing the emulsifiers, fats and oils, sugars and water, dissolving them by heating and then concentrating by heating.
