The present invention relates to an oil-in-water type UV protecting cosmetic composition having excellent water resistance. More specifically, the present invention relates to a cosmetic composition and a manufacturing method thereof in order to solve the problems of syneresis for the composition during a manufacturing process when a massive amount of a water-in-oil type emulsifier is used for improving the water resistance of an oil-in-water formulation.
