PROBLEM TO BE SOLVED: To provide an organic discharge matter decomposing apparatus capable of heating the floor of a decomposition treatment chamber to a uniform temperature. SOLUTION: The organic discharge matter decomposing apparatus 1 is equipped with a floor heating means for uniformly heating the whole of the floor of the decomposition treatment chamber 11 for microbially decomposing organic discharge matter. The principal part of the floor heating means is constituted of a floor heating chamber 12 equipped with a heater 16 and a supply and discharge means for supplying/discharging water with respect to the floor heating chamber and, as a heating medium for heating the floor in the decomposition treatment chamber, hot water adjusted in temperature by heating the water in the floor heating chamber by the heater 16 is used.
