PROBLEM TO BE SOLVED: To provide a low-frequency therapeutic apparatus and a manufacturing method of a pad for the low-frequency therapeutic apparatus in which a configuration for electrically connecting a main body part and a pad is simplified.SOLUTION: A pad 2 comprises a body side part 21 facing a body side, a pad side electrode part 22 facing the side of a main body part for supplying a low frequency pulse current to the pad 2 and connected to a main body side electrode part. The body side part 21 and the pad side electrode part 22 comprise a base material 2a and a conductive layer 2b made of a conductor laminated on the base material 2a.
