PROBLEM TO BE SOLVED: To provide a method of manufacturing powder binding ingredient material, easily and strongly binding edible powder to the surface of ingredient material without spending wasteful time and energy on a drying process.SOLUTION: This invention is a method of manufacturing a powder binding ingredient material 4 in which edible powder 2 is bound to the surface of the ingredient material 1. First, a moisture control process of adjusting the water content of the ingredient material 1 from 20 mass% to 60 mass% is performed. Further a first mixing process of mixing the edible powder 2 with pregelatinized starch 3 is performed.
