An apparatus and a method for manufacturing suture sheet of resolvable seeds are provided to germinate and grow evenly by regulating the amount of seeds input and arranging them uniformly based on the growth characteristics of each seed. A manufacturing apparatus for the suture sheet comprises: a 1st roll(10) of a 1st resolvable sheet(11); an adhesive applying unit(20) for applying adhesive on the 1st resolvable sheet extracted from the 1st roll(11); a chemical applying unit(40) on the 1st resolvable sheet installed on one end of the adhesive applying unit; a seed dropping unit(50) on the 1st resolvable sheet installed on one end of the seed dropping unit; a 2nd roll(60) of a 2nd resolvable sheet(61) which covers the dropped 1st resolvable sheet; seeds(S) dropped between the 1st and the 2nd resolvable sheet; a drying unit(70) for drying the suture sheets(90) of the seeds; rolls(80) for the suture sheets passed through the drying unit.
