The present invention relates to a composition for promoting activation of stem cells containing ischemic serum, a method for promoting activation of stem cells, and activated stem cells obtained therefrom. The ischemic serum according to the present invention stimulates stem cells to promote growth factor secretion, improve survival rate, improve mobility to damaged sites, increase proliferation rate, or maintain stem cell characteristics. Activation can be facilitated to be in a state suitable for transplantation into an injured patient.
