The present invention relates to a fermented extract of whitespotted conger, a cosmetic composition comprising the same, and a method for preparing the same. The method comprises: a first step of drying a whitespotted conger mixture to produce a dry whitespotted conger product； a second step of grinding the dry whitespotted conger product to produce a ground whitespotted conger product； a third step of mixing the ground whitespotted conger product with a solvent to produce a mixture, and fermenting the mixture to produce a fermented whitespotted conger product； a fourth step of aging the fermented whitespotted conger product； and a fifth step of filtering the aged fermented whitespotted conger product to produce a fermented extract of whitespotted conger.
