PROBLEM TO BE SOLVED: To provide an external preparation for skin which keeps a make-up effect and has a good feeling of use in an external preparation for skin containing an ultraviolet light absorbent, and to provide a powder to be contained in such an external preparation for skin.SOLUTION: A treated powder is obtained by treating the surface of the powder with (a) organopolysiloxane containing at least one SiH in one molecule, and (b) organopolysiloxane having at least one phenyl group.
