The present invention relates to a cosmetic composition having improved usage convenience and an effect and relieving stimulation by containing herbal peeling powder for removing dead skin cells and regenerating the skin. The purpose of the present invention is to provide a cosmetic composition containing an herbal peeling powder having a skin-lightening effect and helping improve wrinkles, elasticity, acne, troubled skin, and a scar by having a skin regeneration effect. Also, the cosmetic composition containing the herbal peeling powder has excellent exfoliating effect and is hypoallergenic by solving the usage inconvenience which natural herbal powder has and a phenomenon of swelling up due to skin stimulation. To achieve the purpose of the present invention, the cosmetic composition containing the herbal peeling powder having a DDS mechanism is manufactured by blending a mixture by applying ultrasonic waves of 0.8-1.2 MHz for 3-5 minutes.
