PROBLEM TO BE SOLVED: To provide a soil modification technique enabling easy execution, not requiring material clearance and maintenance after execution, and capable of efficiently removing salt in the soil. SOLUTION: A soil modification structure 20 provided with a pervious zone 21 is formed by a step of forming a plurality of grooves 11 on the soil 10 to be modified and placing a circular drain pipe 12 having a plurality of through-holes 12b on the circumferential wall 12a in each groove 11, and a step of backfilling the groove 11 after placing the drain pipe 12, scattering a modifying material 13 on the soil 10, thoroughly kneading the soil, leveling the surface 10a of the soil 10, and leaving at rest without change.
