<;P>;PROBLEM TO BE SOLVED: To provide a method and a device capable of easily producing a high-concentration oxygen dissolved water at a low cost by solving the problem that obtained concentrations are each insufficient, and that low-priced products can be hardly realized even if the high-concentration oxygen dissolved water is conventionally produced in various methods. <;P>;SOLUTION: Bubbles are more fined by colliding two swirls 34 having oxygen-containing bubbles or more and oxygen in the bubbles are massively dissolved in the water flow. Both water flows are collided at a velocity equal to the sum of the velocities of both water flows and the impaction reaches several times to ten and several times a case that a single water flow impacts a stationary surface, thereby giving the maximum impaction to each water flow and the bubbles in the water flow are broken and fined.
