The device has bases (1) each with a plug (2) at a center of the respective base. Each plug receives a screw (3) that permits to fix a tube (4), which is drilled in its middle. Each base has two orifices (5), whose directions form opposite angles of around 45 degrees with an axis of the screw, permitting placing of metallic rods (6) that are partially reinforced into the ground. Two film bands pass under the tubes and have outer edges introduced into slots cut at ends of the tubes. A screw-nut system permits to bring cylinder`s portions and the tubes` ends for locking the edges.
