In the present invention, disclosed is a heat pump system using waste heat and geothermal heat for a bottom coil heating type of a water tank used for farming fish, comprising a bottom floor heating coil in the water tank which is installed on the bottom floor in the water tank to heat water in the water tank used for farming fish; a heat storing tank storing a heating circulation fluid which stops by the bottom floor heating coil in the water tank to deliver heat; a waste heat pump which is heated by which the heating circulation fluid is circulated between the heat storing tank; and a waste water tank which stores waste heat containing waste water discharged from the water tank used for farming fish.
