PURPOSE: A rotary washing toothbrush is provided to save energy and to enable a user to brush teeth with proper rotational power by controlling the torque of a brush part. CONSTITUTION: A rotary washing toothbrush comprises: a handle(400) in which an inlet pipe and a discharge pipe are formed； a body(500) in which an impeller is equipped； and a brush unit installed at the bottom of an impeller shaft installed at the impeller. An impeller cover is installed inside the body. In the side of the impeller cover, an inlet hole and a discharge hole are formed. In the bottom of the body, a leak preventing jaw is formed. In the inner lower part of the body, a leakage preventing groove corresponding to the leak preventing jaw is formed.본 발명은 회전 및 세정 칫솔에 관한 것으로서, 더욱 상세하게는 별도의 동력원을 구비하지 않고 수도꼭지에 연결하여 사용함으로써 에너지를 절약하고, 유입되는 물의 양의 조절에의해 브러시의 회전력을 조절할 수 있는 회전 및 세정 칫솔에 관한 것이다.상기한 목적을 달성하기 위한 본 발명은 유입관과 배출관이 형성된 손잡이와, 내부에 임펠러가 구비된 몸체로 이루어지는 회전 및 세정 칫솔에 있어서, 상기 임펠러에 설치되는 임펠러축의 하단에는 브러시부가 형성되는 것을 특징으로 한다.
