PROBLEM TO BE SOLVED: To provide a hair treatment agent which suppresses hair damage and the chapped hands of a practitioner, also has excellent wave formation power, luster feeling and hand feeling, and can be simultaneously applied with a hair color.SOLUTION: The hair treatment agent is composed of: a permanent wave first agent at least including a reducing agent and a permanent wave second agent at least including an oxidizing agent. The permanent wave first agent includes: a reducing agent showing a Fick type diffusion pattern and ammonia.
