PROBLEM TO BE SOLVED: To provide biological anti-inflammatory coating film agent most suitable for respiratory system and ear, nose and throat, the coating film having anti-inflammatory properties on disordered cells and being applied for simultaneously inhibiting infection of heterologous antigens and fixation of allergens to prevent necrosis caused by melting of disordered cells, leading to apoptosis to suppress the onset of acute inflammation.SOLUTION: According to the present invention, there is provided a bio-coating agent comprising aluminum chloride and cyclodextrin in its principal agent. The actions of the principal agent inhibit the melting and necrosis of disordered tissues of the inner wall of the nose, larynx airway epithelium, nasolacrimal duct epithelium, lacrimal duct epithelium, punctum, eyeball conjunctiva, palpebral conjunctiva, auditory tube, middle ear, and sinus cavity.
