PROBLEM TO BE SOLVED: To provide a silicone resin emulsion composition which has good long-term storage stability and prevents harmful effects caused by an organic surfactant when applied to protective coating, cosmetic or the like.SOLUTION: A composition contains (A) 20 to 80 pts.mass of organopolysiloxane having an average composition represented by general formula (1): RaSiO, (B) 0.3 to 10 pts.mass of silica particles having a hydrophobized portion and a silanol group thereon, and (C) water, where the silica particles (B) are arranged on an interface between an oil phase of oil droplet formed of the organopolysiloxane (A) and an aqueous phase formed of the water (C).
