The present invention provides a human body voltage measuring and grounding device which configures an electrode being in contact with a human body so as to measure a voltage accumulated in the human body and discharge the voltage through a receptacle unit, and connects or disconnects a relay according to whether or not the receptacle unit is grounded such that the voltage accumulated in the human body is discharged or a reverse voltage is prevented from being supplied to the human body in advance. According to the present invention, the device comprises: a human body measuring unit measuring a voltage accumulated in a human body； and a plug unit coupled to the receptacle unit and allowing the voltage measured by the human body measuring unit to flow into the relay unit so as to discharge the voltage through the receptacle unit. When the receptacle unit is grounded, the relay unit is turned on such that the plug unit discharges the voltage introduced from the human body measuring unit through the receptacle unit.
