PROBLEM TO BE SOLVED: To provide a system and method for regenerating carbon dioxide, effectively using waste gas from a thermal power station, and capable of reducing an installation cost and a collection cost, and stably proliferating plankton algae without depending on a weather condition. SOLUTION: This system for regenerating carbon dioxide includes a culture tank 70 for culturing plankton algae using a culture solution, a dissolving device 50 which produces a carbon dioxide adjusting liquid for adjusting a carbon dioxide concentration of a culture solution by dissolving carbon dioxide in a prescribed liquid, and an adjustment tank 60 which produces a culture solution corresponding with a prescribed condition by mixing the carbon dioxide adjusting liquid produced with the dissolving device 50 and a culture solution in the culture tank 70, and supplies the produced culture solution to the culture tank 70.
