PROBLEM TO BE SOLVED: To provide a vegetation sheet having a strength necessary in the time of sheet-laying and the first stage of construction even if an insoluble material is not used at all, capable of maintaining moisture necessary for germi nation in the sheet and having a structure hardly obstructing the germination. SOLUTION: This vegetation sheet 1 is obtained by sticking water-weakened thin paper 3 to both sides of a cardboard body 2 of the material having water- holding and water-weakened properties. Sowing holes 4 are bored in the cardboard body 2 at a proper interval. Prescribed plant seeds 5 are stored in the sowing holes 4. When the vegetation sheet 1 is laid and arranged on the slope face side the sheet 1 is fixed with a wooden nail hit in by using the sowing holes. Because both sides of the vegetation sheet 1 are at least covered with a water-weakened thin paper 3, the seeds can be prevented from getting scattered, lost and flowed out by the wired and rain immediately after the installation, and the uneven distribution and disordered propagation of the seeds can be prevented.
