The two portions of the therapeutic film may comprise a barrier layer, a composition layer in the form of a gelatin, and at least one active ingredient attached to the composition layer in the gelatinous form. The barrier layer may be a flexible film that is not soluble in water. In some embodiments, the at least one active ingredient may have a dried particle form.
