PROBLEM TO BE SOLVED: To provide a deburring device having high burr removal efficiency by a simple configuration and a powder filling apparatus including the deburring device.SOLUTION: The deburring device 20 removes burrs generated on the inner side of a recessed part on a solid powder surface being a surface 5 of a compressed and molded solid powder cosmetic material when a powder cosmetic material is compressed and molded to be the solid powder cosmetic material in a container 10. The deburring device includes: a compressed air supply means 30 supplying compressed air and a compressed air injection mechanism 40 disposed above a virtual face A formed by spreading out the solid powder surface and ejecting the compressed air supplied from the compressed air supply means 30 toward the solid powder surface.
