PROBLEM TO BE SOLVED: To provide an agent for promoting the generation of a heparin-binding epithelial growth factor-like growth factor (HB-EGF) free from safety problems such as the development of side actions such as the skin stimulation caused by the continuous use and having excellent effect superior to retinoic acid, a turn-over promoting agent for epidermis, a melanin discharge promoting agent, an epidermal keratinocyte growth promoting agent, a skin whitening agent and an external preparation composition.
