PROBLEM TO BE SOLVED: To provide a foamy hair dye composition or foamy hair-bleaching agent composition which can uniformly dye or bleach hair, while preventing the liquid from dripping.SOLUTION: This foamy hair-bleaching agent composition which is used together with an oxidizer comprises (a) water, (b) a surfactant, (c) a straight- chain higher alcohol, (d) at least one of a branched higher alcohol and a branched chain-having hydrocarbon, and (f) a propellant, and has a foam specific gravity of 0.02 to 0.30 at 25°C. The straight-chain higher alcohol contained in the composition can prevent the liquid from dripping, when the composition is coated on hair. At least one of the branched higher alcohol and the branched chain-having hydrocarbon contained in the composition makes it possible to uniformly bleach the hair.
