PROBLEM TO BE SOLVED: To provide a hair cosmetic composition, which is provided as a hair coloring agent or a hair decoloring/destaining agent and can suppress deterioration of coatability in a hair cosmetic composition containing a cellulose derivative.SOLUTION: According to the present invention, there is provided a hair cosmetic composition comprising an alkaline agent and an oxidizing agent, which is provided as a hair coloring agent or hair bleaching/decoloring agent. Here, the composition comprises (A) a cellulose derivative and (B) polyethylene glycol having a number average molecular weight of 2000 or less. The mass ratio of the content of the component (B) to the content of the component (A) is 1 to 50.
