PROBLEM TO BE SOLVED: To obtain a culture medium for growing seedlings not only abounding in flexibility and water retainability but capable of improving sprinkling performance and preventing roots above ground and provide an apparatus for producing the culture medium capable of inexpensively and uniformly mass-producing the culture medium for growing seedlings, preventing deterioration and damage of the apparatus and planning to reduce the cost. SOLUTION: This apparatus for producing a culture medium 20 is equipped with an upper and lower pair of conveyor belts 22, 23. The conveyor 23 is obliquely installed to the belt conveyor 22 to have a wider distance in the down stream side. A raw material G is temporarily formed under compression, subsequently the raw material G is heated and cooled through a space (a gap) by an upper heating plate 40 and an upper cooling plate 44. Thus, the culture medium for growing seedlings is formed to be relatively soft and rough in its surface side compared with its other face side.
