PROBLEM TO BE SOLVED: To provide a cosmetic increasing flexibility, strength and stiffness of hair, greatly smoothing skin, causing no pain during shaving, and giving refreshment after shaving when applied to make a user feel dramatic change of his/her skin and surely experience the effect immediately after use.SOLUTION: An extract of male flowers of Reynoutria sachalinensis is prepared by picking only the male flowers during the flowering period of Reynoutria sachalinensis, and press squeezing and filtering the picked flowers. Then, fresh water is added to the extract, and citrus fruit such as Citrus lemon is mixed in the resultant mixture.
