The proposed process for improving the engineering properties of soil comprises breaking up the soil in order to disintegrate it to powder, application of a chemical agent, containing 5 to 60 percent by weight of a cementitious pozzolana, 20 to 80 percent by weight of calcium sulfate and 15 to 50 percent by weight of calcium oxide, to the soil, further mixing the chemical agent with the soil and compacting the mixed soil and chemical agent into molds to form building blocks and allowing the mixed soil and chemical agent to set and harden.
