PROBLEM TO BE SOLVED: To provide a simple means for achieving a desired chloride ion concentration in water in an electrolysis unit of a system wherein hypochlorous acid is produced by electrolyzing water in the electrolysis unit, provided that the desired chloride concentration is achieved when raw water supplied to the electrolysis unit has a low chloride ion concentration, by diffusing chloride ions from an aqueous solution of an inorganic salt chemically combined with Cl-, such as NaCl, of prescribed concentration into raw water by a structure requiring no pump, thereby increasing the chloride ion concentration in the raw water.SOLUTION: The cartridge 100 for sustained release of salt comprises a cartridge body filled with the aqueous solution 103 of the inorganic salt chemically combined with Cl-, such as NaCl, of a prescribed concentration. A diffusion functional member 104 is arranged inside the cartridge body so that a tip thereof is exposed at a feed tip of the cartridge body, provided that the diffusion functional member 104 is infiltrated with the aqueous solution 103 and diffuses chloride ions (Cl-) from the aqueous solution to the water in which the chloride ion concentration needs to be increased.
