PROBLEM TO BE SOLVED: To sprinkle plant treatment agent in a garden tree management service selectively and without spoiling a view.SOLUTION: By covering the whole or part of a plant with treatment agent-containing flexible material containing at least water-soluble plant treatment agent, having flexibility and having draining means, and by making the treatment agent-containing flexible material contact with water, the water-soluble plant treatment agent dissolves or disperses in the water and treatment agent-containing water is formed, and the treatment agent-containing water is transferred to the plant for sprinkling.
