The present invention provides a high internal phase water-in-oil cosmetic composition characterized by containing pearl particles or an aqueous phase pigment in the internal phase to express the hue. The present invention uses a specific type of emulsifier that forms large emulsified particles in order to allow the pearl or pigment to exist stably in the aqueous phase that is the internal phase. Specific types of dispersants and preservatives are used to prevent segregation and improve fluidity. Further, in order to increase the surface filling degree of the composition, the oil phase component which is the outer phase contains silicone oil and ester oil, and is blended at a weight ratio within an appropriate range.
