PROBLEM TO BE SOLVED: To provide a grafted seedling producing apparatus with an easy structure, with respect to seedlings having soft seed leaves to be developed in a bifoliate condition, capable of efficiently performing a grafting process through surely arranging the development axis direction of the seed leaf in a prescribed direction without depending on manpower work and damaging seed leaves.SOLUTION: This grafted seedling producing apparatus 1 is composed of a gathering part 2 receiving seedlings and separately gathering the seedlings as scion or stock, a pretreatment part 4 pretreating the seedlings W and conveying to a grafting attaching position, and an attaching process part 7 attaching the seedlings W received from the pretreatment part 4 to scion or stock.
